With reference to certain cases in which dividends,

accruing on shares which are held by German subjects in English Companies, have been paid to the applicats concerned, I have the honour to apply for the payment of the dividends accruing on thirty shares which I hold in the Hongkong and Shanghai Banking Corporation, as well as for the restitution of these shares, for the following reasons which I beg to submit to your kind con-

-sideration:-

I, the undersigned, am a German subject of 53 years

of age and have been permanently exempted from repatriation. At the time of China's declaration of war on Germany I hald

the rank of Commissioner in the Chinese Customs Service which I joined in 1887, of the Retiring Allowances issued to me I have invested a considerable part in shares of the Hongkong and Shanghai Banking Corporation and have deposited them, as the safest place for such gold-edged securities, with the Corporation's Head Office at Hongkong. Such Retiring Allow- -anoes are issued in septennial and decennial periods to the Foreign employés of the Chinese Customs Service and stand in lieu of pensions. They may thus be grouped with Life Insu- -rances of the Tentine Class and would appear to enjoy the same privileges that are accorded to such investments under Section 10 of the Draft Treaty. With the receipt of such Retiring Allowances Customs employés are handed an official document, signed by the Inspector General, which enjoins upon the recipient that:"

"This money is not issued to be spent on pleasure or in paying debts, but to be carefully hoarded as a part provision for the years when Custome employment will have ceased; it ought therefore to be placed where it will be safe and increase, and so be a certainty for self and family in retire- -Dent.
